Advisory
Asevi provides technical assistance as a development-focused advisory service. Our mission “to empower individuals, communities and institutions” advances as we aim to deliver global expertise that strengthens local institutional capabilities and fosters sustainable outcomes. Through expert advise, south-south and triangular cooperation, we promote collaboration, knowledge sharing, and engagement with subject-matter experts to build capacity where it matters most.
Our support spans the entire infrastructure lifecycle—from strategic planning and project development to implementation and evaluation—helping stakeholders achieve their objectives in road safety, mobility, and transport infrastructure. We work with a wide range of actors, including governmental entities, concessionaires, public-private partnership investors and operators, construction companies, local consultants, and authorities, ensuring that every intervention aligns with public benefit and development goals.
All technical assistance is provided to develop capacities for public benefit, on a cost-recovery basis and is available to both public and private sector partners, provided it complies with ASEVI’s regulated status and commitment to development impact.

Mobilizing Financing for Development
Investing in Road Safety and better transport has both positive socio-economic and positive financial returns.
PPP and Concessions Investment in Road Safety
ASEVI works with Concessionaires and government authorities to analyze, assess and engage all stakeholders in understanding the real cost of poor performance in Road Safety. From finance and health ministries, to pensions and social protections entities, and as insurance and transport companies all loose when road infrastructure underperform.
Through RSIAs and Socio Economic and Financial Analysis we can assess each specific investment case. And through our expertise in contract development and negotiations we can work as independent partner to bring the sides together to mobilize additional financing with significant impact in saving lives and returning a positive return.
Road Safety Data Systems
Road Safety Data Systems, RSDS, are in place in many countries however with limited scope and more limited capacity to enable actual correction of blackspots.
We work with partners not only to improve the RSDS to integrate different data sources, but also assessing and working on regulatory or contractual changes to enable data analysis, prioritization of actions needed and effective mobilization of financing.
Vehicle Reviews and ABS for powered two and three wheelers
Transit authorities and vehicle registries have been advancing towards emissions controls, but this can be brought further to save lives.
Working with local partners we can develop the right programs with incentives to review and implement anti-lock brakes, ABS, in motorcycles and three wheelers. This is the most important problem to tackle to reduce fatalities and injuries in local youth.
Local financial sector mobilization
ASEVI´s experts have worked with local pension funds to mobilize local savings for local sustainable development.
Either through South South Cooperation, or through local financial resource mobilization, we can foster additional financing for sustainable development without incurring in additional soverign debt.

Road Safety Advisory
Improving local regulation and adapting EU RSIM Guidelines
ASEVI experts have supported local authorities in the development, adaptation and implementation of road infrastructure safety management in a high middle income country to improve detail regulation update and changes, building capacities for RS Audits and requirements, with local entities and creating individual capacities with RS Auditors Training to align the local regulation to the EU Directive 2008/90/EC and 2019/1936 to enhance and strengthen capacity to implement the Road Infrastructure Safety Management (RISM). This advisory and training project aimed to achieve the target of 50% reduction of road casualties in a decade. Saving lives and saving millions of euros to the local economy.
